Many rooms on north side of The Rose Garden provide a nice panorama of trains - just a few miles south of scenic San Luis Obispo CA. It's a long 100-yard-away view, but unobstructed. Only problem is view in lower foreground: a bit scruffy, as it's a storage area for old trailers and machinery, think post-industrial punk art. Amtrak runs twice a day, and Union Pacific about three or four. Ocean air more than makes up for this scarcity of traffic.
